Law firms are not doing enough to train staff in risk and compliance matters, a leading expert on partnerships has warned – adding that practices must “get their houses in order by October 2011” to be ready for the new regulatory requirements.

Black and minority ethnic solicitors continue to figure in a disproportionate number of regulatory actions, the Solicitors Regulation Authority has admitted. It is occuring across key areas such as interventions, referrals to the Solicitors Disciplinary Tribunal and the imposition of practising certificate conditions.

The Solicitors Regulation Authority’s application to become a licensing body for alternative business structures has been endorsed by the Legal Services Board’s consumer watchdog, but with reservations. The Legal Services Consumer Panel expressed disappointment that some recommendations it made during consultations were not adopted.

Solicitors, law firms and would-be alternative business structures today get first sight of the new SRA Handbook, the 563-page guide to practising and running a legal practice. The Handbook – delivered on schedule and exactly six months before it is due to come into force – introduces the profession to outcomes-focused regulation.

City firms, conveyancers and other sectors of the legal profession could seek their own sector-specific regulation if the Law Society fails to approve the Solicitors Regulation Authority’s application to become an alternative business structures regulator, SRA chairman Charles Plant warned today.
